Kushiro wetland is located behind Kushiro-shi, which is the core citiy at Eastside of Hokkaido. The watershed extends over five cities (Kushiro-shi, Kushiro-tyo, Shibetya-tyo, Teshikaga-tyo, and Tsurui-mura), and the wetland has been developed downstream of Kushiro-river as shown on the map below.
The population of these five cities at the time of March 2003 is 231.801, and majority of it lives at or around Kushiro-shi.
