Wetland as Resources
Hokkaido in general has put its effert to promote the beauty and expansivity of nature here as sightseeing resources, but Kushiro region was behind of this movement for a long time.
Turning point was the time that Kushiro wetland was assigned as national park on 1987. People began to change the concept of wetland since then as from wasted area to develop to precious resource of tourism.
During the time of development era, no one thought that wetland itself was not important, but rather people believed that it was worthwhile to get rid of wetland so as to get more benefit from that development. However as time goes on, it bacome clear that this concept is not totally right. At glance, converteing wetland to farmland, for example, seems economically beneficial because farmland clearly brings monetary benefit, but with careful consideration, people are losing opportunity cost to be able to utilize the lost wetland for future.
At this environemtal era, people begin to understand that not all of environemtal goods are able to put monetary value, but is surely precious and has to be conserve. For the case of Kushiro wetland, it is clearly worthwhile to conserve it as resource of tourism, which is by the way lacked to be paied attention for a long time.
